No this idea is nuts. We do not live in a police state. What you are talking about is a precusser to Martial Law and no one wants that. The riots are in a few select cities,The mayors need to accept help from the National Guard and arrest and prosicute everyone breaking the law. The leaders abd enablers especially deserve harsh punishment,
