I'd argue it's largely cultural. Many people (especially in lefty areas) are essentially taught that guns are evil and dangerous all their lives. I'd imagine the average business in a lefty area doesn't own guns and is scared of them.
It's still risky when you're dealing with swarms of "people." These coward rioters throw shit from behind a crowd. Terrorist tactics, hiding among civilians.
