She just said their local grocery store just closed, as well as the restaurants and shops adjoining it--because bus loads of people are arriving at a nearby parking lot, unloading everybody even as more busloads are pulling in. So, the looters are about to hit a quiet affluent suburb. Curse them to hell.

She should call the police.
Then tell her to call a trusted neighbor and report what she saw. See if that neighbor or another will stay with them.
If your sister and her husband are long term residents, someone should be willing to come.
Usually cops in high end suburbs don't take any shit. They don't answer to Lori Ligthweight.
