Not surprised. In Detroit, because the city is 149 square miles, certain areas were policed by gangs. Someone broke into your store? Don't call 911; they'll show up 3 days later and won't get out of their car. Call the gang.

There's money to be made, even in the hood. Antifa and BLM are even ruining the ghetto economies.
