(1) The President may employ the armed forces, including the National Guard in Federal service, to -
-
(A) restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession of the United States, the President determines that
-
(i) domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of maintaining public order; and
-
(ii) such violence results in a condition described in paragraph (2); or
-
(B) suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy if such insurrection, violation, combination, or conspiracy results in a condition described in paragraph (2).
(2) A condition described in this paragraph is a condition that–
-
(A) so hinders the execution of the laws of a State or possession, as applicable, and of the United States within that State or possession, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State or possession are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection; or
-
(B) opposes or obstructs the execution of the laws of the United States or impedes the course of justice under those laws.

I think what we are seeing is the dissolution of their traditional command and control system. For example, last time AntiFa did something like this, the media created a boogeyman for them to fight against in the Alt Right buzzword. This time, there is no counteracting non police force. The people who arrange the rioting are not the people who create the media narrative, so my hypothesis is that the central linking coordinator (perhaps a rogue element of our Intel agencies) isn’t functioning anymore. The msm is sticking with "some say these outsider agitators are antifa, some say the KKK has secretly infiltrated the riots". Its absurd but as long as they have some counter claim and don't go into the details then it confuses enough people for them to get away with it. The protests give their allies in China better cover to crack down on HK. Everday liberals will never know why the protests got violent and the moderates just want the drama to stop. Presumably, they'll both vote Biden to end the immediate trauma and ignore the longterm results. I'm watching peaceful protesters who got arrested yukking it up with the police. All was calm...people said they felt heard. They dissed the violent Ntifa and in D.C. some guys grabbed a rock thrower who was breaking up concrete to throw at the police and dragged hi. To the cops To arrest him which they did. I just made a similar observation to a friend yesterday. It seems there is a missing command & control component in this riot compared to previous stunts. Not all of the players are on the same page, and those that are trying to keep up appearances seem to be 'winging' in.
