Let me give you some more. I live in a somewhat conservative city (we have a conservative mayor) in California and we have had 0 looting in a city of over 600k. Wanna know why? Because at 1 PM yesterday I saw groups of cops and cop cars all along one of our busiest highways, ready to stop any sort of protests moving onto the highways.
The cops here refuse to let shit even being to get out of hand. We had large groups of people protesting today from what I saw. But they did it peacefully!
I have absolutely no problem with people protesting, since I literally just spent the last 2 months out protesting the lockdowns, as long as they do it peacefully!
Protests in OKC(literally all of oklahoma was red in 2016) got the city a curfew, they were throwing fireworks at the cops tonight (that counts as violence right), and morons were getting themselves shot with rubber bullets last night
They are bound by law to obey the local Governments. The local governments set their hiring practices, budgets, even strategy and can disband the department at will.
Originally it was meant to make sure local police would be accountable to and controlled by the government elected by the people they were supposed to police.
It didn’t account for the local government hindering or preventing them from doing their job.
Only in an emergency situation where either the Fed or State Government takes control would they answer to someone other than the local government.
Not to mention. Police have been severely outmanned for most of this. Most city police forces aren’t anywhere near full strength and can barely keep a lid on the crime in their cities when they aren’t rioting.
Combine this with the fact everyone needs their help. Rioters attacking Firefighters, EMS. Meaning they won’t leave their stations without armed escort.
But you need Officers manning defenses at 18 different places but you only have enough Officers for 10.
You’ve got a police station under siege there requesting back up. But there’s looting over in that part of the city. But you still need Officers at those 18 different spots even though you had no hope hell of filling those 18 spots.
They are stretched thin. Combined with restrictive ROE from the city and state governments, contradictory directions from leadership and needing to be in a couple hundred places at once.

Remember police chiefs are fired and appointed by mayors so most big cities
have a left leaning police chief appointed by a left leaning mayors the police chief then appoints/promotes left leaning positions in the department
