What the hell is the point of having a USMC barracks in Washington D.C. if they are not going to be mobilized to protect the POTUS? Are they just there to take cool looking photo ops like this?

Marines kill people and break things. That's all they do. You don't use them as a police force.

Realize that the Secret Service is serious about this, and considers two of these the minimum for traveling to a random stadium somewhere.
There would be a sea of blood. And. My understanding (Willing to be shown wrong) is that little things like tunnels to the Marine Barracks are a thing. Oh, and sniper training. The USSS has a lot of sniper training. And sniper rifles. And merlons and machicolations.
