POTUS needs to arrest Chuck, Nancy, Pelosi and Soros and either Kagan or Sotomayor and hold them in a cell with explicit instructions that if any conservative official or journalist is murdered, they will all get it too.
The cost to the left needs to be a thousand times greater.
There's also the issue of what can be done without generating backlash by the voters and undermine the very positions we are trying to take.
What I suggested would obviously not fall in any legal guidelines unless POTUS declared an insurrection and then declared that such people as Pelosi were responsible in some way. Even then, he might have to pass an EO allowing for a harsh legal penalty, and pass it before arresting them.
Doing any of this, under current circumstances would backfire. But thinking along those lines, in how such people and their causes could be held accountable is not. For example, POTUS could pass an EO requiring that all electronic records of officials (police chiefs, mayors, governors, Congress) and their direct aides and employees during the riots must be preserved and subject to a lawful warrant must be disclosed if there is evidence of negligence or dereliction of duty. He could then announce that there will likely be federal hearings by August on the people who should have acted but didn't. Pelosi and many of the others would be likely be out of office if such dereliction of duty was shown.
Brainstorming among people trying to find solutions - even if the initial ideas are seemingly useless can sometimes trigger other ideas that are useful and can be implemented. The human brain can at times remarkably connect seemingly irrelevant ideas and turn them into solutions.
