I keep seeing it on tv, it is the strangest thing i have ever seen. Anyone have any ideas what that was about?

Was it simply a case of the driver being on no-sleep drugs? Apparently it was on a bridge, but how did he even get there, wouldnt there have been a road block before anyone could drive there? After all, there were no other cars, vehicles on that bridge. .

Just curious to hear people thoughts on what that was all about.
