Neighborhoods aren't made nice by the houses in them, they're made nice by the people in them. Absent white people in those neighborhoods, they'd be shit holes. They are nice specifically and precisely because they are (at least majority) white.
If I remember correctly Harlem is one of the greatest examples of it, as early on in New York's history it was an area full of super rich white folk before becoming the slums/poverty camp it is today.
