Wouldn't that just make all the people living in the expensive neighborhood--now torched--move to new neighborhoods? Then the people who torched the expensive neighborhood now own garbage no one wants, and the people they forced out will have made new neighborhoods, which relative to the old neighborhood, will be much more expensive, and nice.
