I don't think the person delivering them is the suspect. These bricks need to be delivered to a sidewalk, which isn't a valid delivery location. So in order to do this, someone poses as a city worker, probably pays in cash or prepaid card, and tells the brick supplier to deliver them near the two city/municipality cones they have set out(that's why they always have two city cones next to them). The supplier thinks it sounds legit so they deliver it. No paper trail, no chance of getting caught delivering them.
