My best guess is yeah, USSS wanted to keep that entirely secret for obvious reasons and the Park Police were probably just ordered to (finally) clear the place out with smoke but not told the entire reason why.
I think everyone knew that POTUS had decided to clean things up in DC so it would not have been a surprise.
