We cannot trust the FBI to investigate and reveal if the uprisings are orchestrated, and by whom, since the FBI itself were principal perps of a coup attempt against the current government.

Their plot to oust Trump, along with the CIA and media simply means that we cannot have good faith that they would be actually trying to suppress this uprising, since a continued uprising would benefit their objective to remove Trump. Therefore their efforts at bringing "law and order" is questionable at best.

The FBI has 35,000 people. All the top people have been fired, some are being investigated. They are under DoJ and also under DNI, who are leading the investigations.
