I think it's simpler than that, I think it's NIMBY. These people are seeing real problems with their own eyes for the first time and experiencing real fear with it. Like always, they want protection from someone else; notice how the lady was OK w outside forced protecting her, not her protecting her own or herself.
People can be emoted out.
