I have a similar kit to this clown (never picked up NODs, though, because they all seem way too shitty for their pricetag), live in Los Angeles, and while I have it ready at hand let me tell you, I wouldn't dare walk outside wearing it until rounds are already actually flying. Anything else and my neighbors would report me as a mass-shooting-about-to-happen before I made it off my own bloody property; that's just the way it is around here.

LA being what it is, the guy would have been basically exemplifying really bad decision-making just by being seen in full kit outside his home even if he just wanted to be on the extra-safe side. There's plenty of time to wiggle into your carrier, aggravated riot assault doesn't just pop up with no warning like a boogeyman monster. At least, those will be my famous last words!
