No chance in hell. He would lose a huge part of his base.

Plus, it would send the message that terrorism is how you get a payout from the government. Even saying that is patently ridiculous. We fought a CIVIL WAR to end slavery and paying "reparations" would spit in the face of every patriot that died in that war.
