One of the other 2 citizens just off-camera spotted the naked guy approaching and warned "Hey, watch out, it's that naked guy again!!"
If he were crazy, bath salts, etc, he could have attacked other people before he reached those guys.
He was Looking for them specifically, began approaching with stealth, or trepidation, and only rushed the first guy (the one with his back turned) after someone else alerted to his approach.
