But the bill doesn't seem to have any teeth and is largely what I would call ceremonial. Seems like they want to pass it so they can say they passed something historic.

I don’t know the details, but he usually is. “Hate crime” is a nonsense anyway, it’s punishing people for their thoughts rather than the actual crime.
