Its more like a wheel in motion at this point. It started with the creation of the welfare state in the 60's by Lyndon Johnson (a former member of the KKK) and then is perpetuated by a for-profit prison system that doesnt rehabilitate but rather is designed to become a revolving door for the same individuals.

The social welfare program was basically designed to give perpetual scraps to broken families - if dads were in the home, then they dont qualify. Essentially, encouraging black families (at the time) to break up. No dads in the home tends to lead to children looking for fatherly figures elsewhere, often mentors in gangs. This then leads to criminal activity when then leads to prison. Once in the system, there is little chance to leaving it, meaning that they will more likely than not reenter after departure.

So although the institutional racism is no longer targeting black at this point, it keeps the perpetual wheel rolling. This is my understanding and my opinion, but am always open to learning new perspectives.
