Those were used back in the 60's and outlawed. Kind of hard to know whether they are used now or not. I've found some images when editing tv video, but consider most of it due to the recording equipment (image lag when cutting digital out... the cache that's retained.) It is a subliminal image though.
As you say, this requires fancy equipment. There is the consideration, that similar to hypnosis, one needs to be in a certain state to accept such suggestions.
What are your thoughts on the education system doing such things (without any equipment), simply by repetition and peer encouragement?
Yes, absolutely, on that last one. Catch kids young enough and just repeat stuff until they "know" it, having never really thought about it. If you've ever heard a 6 year old fret about recycling (as if the earth can't do it on its own), you know it's real.

As an old person, I can remember a horse drawn cart coming by whose driver picked up paper, metal cans and garbage. There was a compensation of a few cents. The cart had a set up bells. Similar to a soon to evolve Ice Cream truck bell.
I learned to recycle before it was "trendy".
May I also add to your modern day "recycling", from my era, .... 'wait till your Father gets home". It was increasingly horrific for those whose Fathers worked nights or... were on the road and appeared on odd days.
I dunno, I think anyone transported from any time prior to 1995 would think all of social media and the internet is pretty fancy.
The monks who used to hand copy books probably thought Guttenberg had a fancy contraption with his movable type... c 1849.
This also made printed material more available to the populace (and the need/desire to be taught how to read, if not also write grew)

Most wouldn't consider mere transmission of information to be mind control (because that would include things like, "want a sandwich?"), but okay.
To me, mind control involves bypassing the conscious decision of the receiver, or forcing that decision against the receiver's will.

Perhaps you have heard of the Spanish Inquisition? While no one expects it, just the thought of it/them might change one's mind. (ergo, mind control)
Also, neither elegant nor fancy there were Iron Maidens and Chastity belts.
Remember that society presumably became modern when it abided by law by choice and not threat.
