When your home is being broken into, you will call a "Public Safety Councilor". When they arrive, they'll try to have a sympathetic discussion with the robber. Try to understand their plight and the reasons they need to break in to your home. When that fails, they'll let the robber break in because they have been discriminated against in the past in some way. Or someone they know has.

Public safety for them now means getting rid of cops so no one can interfere with them eliminating white people who "oppress" them.
It's more than just getting rid of cops. It's them installing their own "Cops". Their "cops" will be more corrupt than ever, except it'll be against law abiding citizens. They'll side with the criminals because they are the criminals.
