The rope-a-dope is when he just changes his mind about something. Politicians are usually reticent to do that, but GEOTUS does it because he knows his enemy will oppose anything he does. So when he changes his mind about something and the enemy media has to pivot over and over again, it exposes their bias. It goes to show they have no underlying principles except being contrarian.
