I think twitter is having some trouble. I couldn't load it a couple minutes ago, but now I can. And for as far as I can see, the man isn't reaching for the cop's belt, he's got a helmet in one hand and what I think is a phone in the other.
Well, the arrest isn't the strange part. The strange part is that it's cops in an unmarked minivan arresting a woman while noone has any idea what's going on, the cops refusing to say where they are taking her, and the cops saying "if you follow us, you will get shot". I can imagine the woman in that situation was fearing for her life as it might as well have been a kidnapping instead of an arrest, looking at how the police acted in that situation.
The fact that people have no idea what's going on doesn't mean anything. Again, there's no sign of what happened before that video.
The other one on twitter there's more to the video than just that part. I saw the entire video elsewhere. The guy reaches for the cop's belt just before the widely posted video starts.
