The point is, it costs more than $1 to counterfeit $1 bills. Therefore these bills have some other purpose. As another mentioned, spreading a disease would be one use. Or covering them with coke to get a possession charge. Or planting to get a counterfeiting charge.
Counterfeits are everywhere and have been for several years. Pretty much everyone, including you, have passed them around without even noticing.
