My solution would be that not one fucking "rebuilding" dime (loans or taxes) should come from Americans who acted like civilized people while these scumbags destroyed their cities.
Let Darwin sort it out .. small business owners can move on to a civilized city/town/state, albeit with a hard lesson learned.
And inhabitants of these destroyed cities can also move, or they can wallow in the fruits of their voting choices.
Anything less than forcing full responsibility on the residents of these cities/states begs for this to happen again .. and again .. and again.
