These aren't military. They are temporary US Marshals under the command of the Marshals and with no command authority by the Mayor or Espers, the short-timer who has a problem with the Domestic part of his oath.

ps The 3rd Amendment applies to housing in HOMES, not businesses. And I know an owner who wouldn't have a problem housing public servants and he has a location on Pennsylvania Ave. too.
