They're not sad- They're just insanely fractured and it's damn near impossible to keep up with all the groups. They'll always be relevant because of their proximity to the US borders- they control Matamoros- Brownsville, TX Reynosa-McAllen, Texas and parts of Nueve Laredo-Laredo.
