It seems to me that conservatives in blue states, particularly long-time blue congressional districts, should not complete the census for 2020. Why give their state and district more clout?

Law? The census is illegal. POTUS has the duty to determine CITIZENS. There is not one speck of reason to disallow the citizenship question.
I resisted during Obama. They finally came to the house several times, to which I politely declined, then they asked "helpful" neighbors about my family. They just want basic info, but I was feeling stubborn at the time. 😁
