We can have real solutions as people who buck the trend of establishment thought. We got Trump into office, so we can fight the politicians who believe there are no good solutions.

IMO we should have malpractice insurance for police departments.

I know that people blame torts for making the medical system expensive, but it has drastically improved outcomes to the point where you no longer worry if your surgeon is going to be drunk while operating on you. These types of things used to be a concern before malpractice insurance.

The insurance reviews the conduct of the insured (police or doctors) and they suggest ways to make the operations more successful and less risky. They also get rid of bad apple cops/doctors because bad apples are too expensive to insure.

This also covers the payout to victims of abuse instead of relying on the taxpayers to dish out taxes to pay out the victims of police abuse.

Police insurance has been tried in various jurisdictions in the US, and it has been very successful in making a more effective police force without having the taxpayers pay out the nose for useless racism training or victim payouts.
