I can't think of anymore unequal than each neighborhood paying for its own police.

As it stands the rich people pay for the policing the poor neighborhoods enjoy the "benefits"

If done the way Minnesota wants, it'll turn into the school system, where rich neighborhoods are well funded by rich people and poor neighborhoods are underfunded.
