The cop who shot him was aggressive as fuck. The guy was scared out of his mind. Yes, he was stupid to reach twice behind his back, but the cop made him panic with his yelling and aggressiveness. They could have easily walked over and put cuffs on the guy but they wanted him to crawl with his hands on the ground first, then told him to put his hands up in the air. It was confusing as hell.

The cop was giving clear and concise commands. He was giving those commands because he was called to that hotel for reports of someone pointing a rifle out of the window. When a gun is involved (later determined to be a pellet gun), police don't politely walk over and put handcuffs on them.
