Our constitution calls for all counties to have an elected Sheriff. If we get rid of the local police there will still be a law enforcement presence. It's just it will be elected not controlled by the city government.

Are you sure every county has a Sheriff?

Who can Sheriff hire? Obviously one person isn't enough.

There are a few cities that are not a part of a county, and don't vote for a sheriff, e.g. St Louis and Baltimore, and look how they're doing

I'm no lawyer, but... I thought police forces in cities under a county seat derive their law enforcement power from the sheriff who is the constitutional law enforcement officer of the jurisdiction. That's not all cities tho.
