I've been trying to discuss this from liberals. The best answer I can get is that social workers will be in charge on scene with a mall cop/armed security with them. If the security guard "doesn't do a good job" they will simpliy be fired and replaced.

They believe the police officers being layed off will be desperate and lining up for this position.
