Can these governments be held accountable for the improper use of the funds as it would no longer be for the purpose it was voted in for? There must be some safety checks on just dipping into a public fund and declaring it's now your own cookie jar because you said so.

Also line item veto at the federal level. Enough of the pork and political shaming because you didn't base a bill for X and it had a ton of unrelated stuff in it.
