He also had to deal with a Democrat super majority in the state legislature, so the only way to get conservative measures passed was through the voter-initiated ballot propositions.

A word of warning from a Californian: during the recall Newsom movement, a woman regularly came to our very conservative area in CA to collect signatures. Hard to describe, but she had this very “Dem Operative” vibe about her (was definitely not from the area). I now suspect after the fact that she was a Dem and collecting signatures to recall Newsom to get people to feel as though they had made their voice heard, but in actual fact she never turned them in. This is all speculation, but keep your eyes open.

Do yourselves a favor and follow through with it all the way to the end. Do not allow them to cave into pressure and meet your demands once you collect the needed signatures. The number of officials who do what they want until they are put in their place has become status quo and letting them keep their jobs enables them to continue that behavior. At some point they start losing fear of the people and become career politicians. You get one chance, after which people lose faith in the system and don't even bother signing a page anymore.
