Exactly. He leverages evidence to expose the left. If he just comes out with the truth, it gives the other side an opportunity to also run with the same narrative. That doesn’t help Trump. So instead, he baits them with a red-herring. This does a few things:
amplifies the story for wider reach
gives his opponents a low-hanging fruit opportunity they can’t resist pouncing on
exploits their neuroticism & TDS
makes them look even more unhinged when the truth is released later

The only way Trump tweets something this inflammatory is if he’s got evidence. Trump knows that releasing evidence is only partially winning—true winning is leveraging evidence to bait outrage hustlers. Get them riled up, then evidence shiv, showing them all to be pawns and idiots once again.
