If this was a conservative council member in a conservative district his response to the mayor could simply be "Ok then, I will ask my constituents to form a militia."
I'm thinking the same thing. He's trying to be polite and ask her to do the right thing (give them police protection), but if she won't he'll put the word out to the people in his district that they have to find their own way.
And judging by names, his people are the ones who pushed her people out of Compton. They'll do it again.
