The absolute panic when Antifa/BLM are no longer dealing with an unresponsive agency. If extrajudicial or vigilante community militia groups form for defense of life and property and start taking out the riot leaders....that should scare the crap out of them. 2nd Ammendment et al.
That requires an intelligence agency to determine who those people are. Vigilantes don't have that. Also, the organizers and leaders aren't the boots on the ground.
