The Senate can't act. Congress - and the federal government, in general - has no control over police.
All they can do is pass a bill dictating new regulations that need to be followed by local police. Can’t exactly enforce it unless they want to send Feds after local cops who ignore it.
Black people need to reform their communities. That would solve all their problems.
