Why is a person with one full-blooded African parent and one full-blooded European parent considered black?

They are wiping out an entire group of mixed-race people. If the European ancestry were French, then they'd be Creole. We've got whole creole countries that celebrate their culture.
But if the European ancestry comes from Britain, then they ignore or deny it.

My nephew 13 was taught for last 6 years that Obama is 100% black! He was SHOCKED that his mother is white!
