To be fair thats what its designed to do. Its not to make an actual utopia, the elites know this. Its to trick everyone into thinking it will. Communism/socialism is nothing more than a form of government that maximizes the elites power at all cost. literally.

The danger in these situations is that we have foreign actors involved, they'll likely continue to expand in these no-go zones. As much as we'd like to believe the cities would just rot, it's more likely we would see expanded Chinese and islamic influence in these cities that would then continue to bleed out into the rest of the country.
