Let's face it; institutional racism exists. It's pervasive, abundant, and affects countless lives in America. However, it's not affecting the groups that the Media, Silicon Valley, or any other organization would have you believe.
It's affecting White people. More severely, white men. And if you work for a Federally contracted or sub-contracted company, you can see one particular example plain as day.
In brief, to pull from Wikipedia: "Executive Order 11246, signed by President Lyndon B. Johnson on September 24, 1965, established requirements for non-discriminatory practices in hiring and employment on the part of U.S. government contractors."
I think all of us pedes agree that removal of barriers to equality of opportunity is a noble and desirable cause. As a matter of fact, that's precisely what was enacted in Executive Order 10479 in 1953 by Dwight Eisenhower. However, EO 11246 acted as a follow-up to Eisenhower's order, which further required that Federal Contractors and Subcontractors to implement Affirmative Action Plans to specifically increase the participation of Women and Minorities.
These mandatory Affirmative Action Plans detail a company's required courses of action to ensure that Women and Minority employment matches that of an arbitrary level of representation deemed "appropriate" given the number of Women and Minorities qualified to hold the positions available.

As you can clearly see, Federally contracted companies are required to show a racial and gender breakdown of each department along with metrics proving that they are hiring minorities. Additionally, Page 16 specifically details how a company should specifically be catering to Women and Minorities in terms of disseminating job posting information.
Executive Order 11246 aims to "solve" discrimination by adding a tangible measure of "Equality of Outcome" on top of Equality of Opportunity. As many of us are aware you simply cannot have both situations simultaneously, and Equality of Outcome is a downright dangerous goal to pursue.
In 1986, The Reagan administration opposed the Affirmative Action requirements of this Executive Order and contemplated modifying it to prohibit employers from using "quotas, goals, or other numerical objectives, or any scheme, device, or technique that discriminates against, or grants any preference to, any person on the basis of race, color, religion, sex, or national origin."
With the astounding progress Trump has made in the area of equality, namely with the Title IX ruling, I believe a second attempt should be made by the current administration to eliminate ALL requirements of Affirmative Action. How can we go about this? Can we get this topic noticed by Trump?

If he were to do this it should be in his second term. I doubt that now is the time. There is so much already on his plate- covid, riots, etc.
It's very hard to say that without looking at statistics in the 50s and 60s.
Is it possible that even after Eisenhower passed his EO, employers were still saying "I'm not discriminating, it just so happens all the best candidates were white" even when it wasn't true? Sure. So it's equally possible that LBJ did it to give employers a kick in the ass, or that he did it to ensure that blacks know they're not getting hired on merit, lower their self-esteem and drive them to welfare.
If there are numbers for black unemployment between 1953 and 1965, we'll have a clearer picture. Until then we can only speculate.
With that said, even if it was well-intentioned to combat discrimination in the 60s? Those days are LONG gone.
