Solid red states are probably the only ones that will let him have a rally. The rest of the states are all still too locked down to allow large gatherings, unless its a BLM (aka: Democrat) rally then they don't need to follow the rules.

Hold up signs saying "We protest media bias" "We protest Joe Biden's idiocy" "We protest the Russia hoax" etc.
