Sounds like Ethiopia. There was a project that sent donkeys to farmers to help them with labor. The donkeys kept dying so they sent in somebody to find out why. The farmers were beating the ever living shit out of the donkeys then putting in requests for another one.
I'd say that's the opposite problem. In NK, the government was preventing the people from getting the resource. In Ethiopia, the people were being provided the resource but failing to use it properly.
