I've worked in a shared work environment for tech startups where every company was started out of Deleware. Most of your banks and credit card companies will startup there due to favorable laws as well. As far as states go, Deleware is one of the best for starting up a company, even if you file everything online from another state.
They are not listed on the Delaware Registry but the name Black Lives Matter, LLC is available for $75. Somebody could probably buy the name, start a black cat rescue, then sue Black Lives Matter so they could not use the name anymore.

I heard Tim pool talk about it. He seems pretty sure that the money just goes to the DNC. If he can see it then the connection is probably direct. They won't even try to go through hoops because they can donate directly to democrats as BLM, inc. I'd imagine that the hundreds of millions have already been laundered before going into BLM.

I had researched the other day because of that donation notification. But, that is actually how it works with other organizations, too. Any group that is supported by a PAC has a similar statement.

If you look at my post history, I raised these concerns and issues too. People threw up the pitchforks and the mob jumped on this before really digging in and understanding it. It started with, "All BLM donations go to ActBlue!!!" When in fact there's no evidence of that. BLM is using ActBlue as a payment processor the same as they would use GoFundMe. Does BLM not cash ActBlue payment checks so it can be used by the DNC? Maybe. Those are the details we need. Where does the money go once it's donated?
And by the time next July rolls around (the earliest the 990 goes public) the election will be over and yet again they will be ignored.

This matches up with the federal non profit reports that are available and list Mr. Barnes as President.
Don't see him mentioned on the blacklivesmatter.com website.

This one was filed earlier than the Delaware ones but twitter trail shows that this one was flagged on twitter as a "fake" BLM org.

ActBlue is audited every year to keep their license. I believe all of their statements are available online. I'm making an assumption based on what I know regarding organizations like this.
