He most certainly WILL do it, if allowed. Question is: will the Mayor allow them to be attacked by the other protesters while doing it?

Will they be stopped by police the day of, before doing it?

lots of factors, but the main one being we already know the Mayor will say No and it will further force the fact that the Mayor has abandoned her official duties in exchange for a radical activist position.
