If he died within the state, the death certificate is issued by the state, and it includes full name, date of birth, and legal residence address at the time of death. Should be very easy to automatically match up to voter registration rolls.
Try to find out what the exact process is supposed to be for removing dead people from the rolls. Then try to find out exactly who screwed up, or exactly what's wrong with the official process, that allowed this to slip through. Length of time allowed between the state vital statistics department reporting deaths to the voter registration office? Length of time allowed between voter registration office receiving death reports and removing the people from the rolls? A particular person or office failing to follow the prescribed procedures within the prescribed time frame?
Seriously, you might be able to prompt some action that would get a bunch of other dead people taken off the rolls before the general election, just by triggering some butt-covering as you press for answers about why your dead father received a ballot.
Notify Judicial Watch, they are good at following up on and investigating this type of thing.

If you don't get him removed before the election someone may vote on his behalf. What they do is look at who hasn't voted on the voter rolls and then vote for them.
When I voted in the general in 2016 all I had to do was verify my name, dob and address. I could have voted as anyone. No ID needed. I just had to sign a piece of paper that swore under penalty of law I was who I said I was and I hadn't already voted under another name.

My mom died in 2018. I had to personally take action to get her off the rolls in 2 states, or else she would still be on them. One of those states she moved out of 4 years ago.
I also got my name removed from the rolls in the state I used to live in 2 years ago. Had I not, it would still be on there.

I get mail for the otevious owners of my house. I just wrote no longer at this address. I drop them in the box at the post office. They are supposed to send it back to the sender.
In many States you have to provide a copy of the death certificate and have him removed from the rolls, or he stays on there.
If you have not done so please do, that is just one of many ways they do their thing with frauds. Contact your county registrar or whoever does your voter registrations and see what they need, otherwise they simply don't know anything is wrong.

Correct. People always contact the bank, the driver's license bureau, insurance and mortgage companies, etc, but forget about the voter's registration, old schools, and so forth.

I've heard there is good money in hiring postal workers to harvest ballots.
I just moved to a new house and we received the ballot applications for the people that lived here TWO owners previously. We have heard they moved out of state several years ago.

When my husband passed away, I took his death certificate to the registrar of elections to let them know he shouldn't be on the voting rolls anymore. Something few people remember in grief, but important. Driver's license bureau, tòo. Social Security, IRS, the bank, insurance companies, house mortgage company, etc.
In Texas, when a person passes away, you can buy a lot of death certificates for cheap compared to buying them later. I got them through the funeral home. After helping my Mother after my Father died, I learned to get at least 30. You can need them for years for various reasons. I really didn't want my husband's identity stolen... he would hate that.
