How about they just don't raid their homes? They have to leave at some point. If they are holed up for days avoiding police, you can always send your SWAT teams in? Make sure you announce on loudspeaker first. All warrants signed and accounted for by a judge familiar with the circumstances, no phone call warrants. We could discusd alternatives for days. Breaking anyone's door down at 3AM with overwhelming force is dangerous for everyone involved.
