This here. The Democratic party doesn't want the problem to ever actually get solved--because then they would lose a major campaign plank, and a large number of voters would switch sides.

The Democrats survive on crises. Black people are oppressed, women are oppressed, the environment is in peril. They use crises to keep the voters in line, and they never lift a finger to actually solve them. And when progress is actually made on one of their crises, they always resort to that favorite line:

"We've come so far, but we still have a long way to go."

Address black-on-black crime. Stop the breakup of black families. Win.
